all allegories and abstract interpretations aside, speaking, voice and words also can mean speaking/voice and words....
Moses recalls exactly what happened, who said what and to whom.
Deuteronomy 9:10
“And the LORD delivered unto me two tables of stone written with the finger of God; and on them was written according to all the words, which the LORD spoke with youin the mount out of the midst of the fire in the day of the assembly.”
Deuteronomy 4
12 Then the LORD spoke to you out of the fire. You heard the sound of words but saw no form; there was only a voice. He declared to you his covenant, the Ten Commandments, which he commanded you to follow andthen wrote them on two stone tablets.
Unless Moses had a mouse in his pocket, the "you" are the people whom heard His voice, heard the sound of his words, and heard what he spoke out of the mist.
People who read these words and decide to take the wide path of the "vast majority" will be without excuse that fine day.

Quite often in the OT (and the bible in general) when someone spoke for someone, as Moses often did for his deity, it was considered the same as if the diety was speaking him/her/its self. Deuteronomy 9/10 describes that the "voice" of the deity sounded like thunder/lightning (in other words, NOISE) and NOT language.
