All of Israel does not mean Jews.

The Jews only made up 2 of the 10 tribes. In order for "all of Israel" to be saved, the Israelites from the other 10 tribes had to be saved.

"from Jacob" refers to all 12 tribes.

The partial hardening of Israel occurred when God divorced the 10 tribes (read Hosea). The descendants of these Israelites were scattered amongst the nations and 700 years later could not be distinguished from a Gentile.

However, they were promised a new covenant. These Gentiles (who were really Israelites) became partakers of the new covenant. This is how all of Israel became saved.

The fullness was complete by 70AD.



Read the NT, and see how many believers were sealed with the Holy Spirit until the Day of Redemption:

(Eph 4:30) And do not grieve the Holy Spirit of God, with whom you were sealed for the day of redemption.

When was the day of Redemption?

(Luke 21:28) When these things begin to take place, stand up and lift up your heads, because your redemption is drawing near.”
