The scriptures that you've posted show that people can be and are forgiven, and changed Untell. All are not forgiven at once, and this is easily shown because you and I were not even born when the scriptures were given.

Obviously, there has to a point in time when someone goes from being not in Christ to being in Christ. The exact moment this occurs? Who can say?

My guess is that it is when you understand, and believe the gospel, putting your faith and trust in Christ.

With the heart one believes unto righteousness, and with the mouth confession is made unto salvation.

What you said is not the gospel.

Deuteronomy 10:12 (KJV) And now, Israel, what doth the LORD thy God require of thee, but to fear the LORD thy God, to walk in all his ways, and to love him, and to serve the LORD thy God with all thy heart and with all thy soul,

Deuteronomy 10:13 (KJV) To keep the commandments of the LORD, and his statutes, which I command thee this day for thy good?

No. Jesus says this:

"For God so love the world that He gave His only begotten Son that whoever believes in Him shall not perish but have eternal life."

Whoever believes in Him, is not all.
What about all of the elect?

Whosoever believes in Him!

2 Corinthians 5:21 KJV For he hath made him to be sin for us, who knew no sin; that we might be made the righteousness of God in him.

They must believe the gospel of Christ 1 Corinthians 15:1-4 KJV to have the righteousness of God imputed to them (Romans 3:21-22 KJV, Romans 4:24-25 KJV) . The gospel of Christ is the power of God to every one that believeth for therein is the righteousness of God revealed.

Those who receive not the love of the truth before they die or the dispensation of the grace of God ends (whichever comes first) will perish (2 Thessalonians 2:10-12 KJV, not because they weren't forgiven, but that they never trusted the Lord for salvation believing they were (Ephesians 1:7 KJV).
Why is it repentance for the forgiveness of sin?

There may be something to do with the Spirit of God.

Is salvation a gift we have to ask for?

Are there rituals of asking for forgiveness? Or is it possible that God can simply forgive?
