Actually, it's the fruit of Prop 13, the property tax reform passed in the 1978, which prevented local governments from raising the revenues they need to operate, and probably Prop 8 of 1978, which allows the assessed value of a home to be lowered for a year for purposes of property taxes.
If you want government services, you have to give governments the ability to raise the funds to support them.

The people of California pay some of the highest taxes in the country Rex, not even mentioning the extorting of money through oppressive regulation. The fact that California cannot allocate their funds correctly, or cannot write union contracts that are even roughly in the realm of reality, or chooses to continue to support illegal immigrants with healthcare, education, social services/welfare state is not the peoples fault. I'm not opposed to limiting property taxes in some way. I'm sympathetic to the argument that people shouldn't be taxed out of their homes. But governments shouldn't be priced out of business either. The way we're doing it leads to municipal bankruptcies, Mello-Roos (which is even more regressive than property taxes), and inadequately funded public services.

Solve that with cuts, or solve it with taxes, but we should solve it somehow, and the problem with cuts is that we'd have to figure out where the cuts can come from. Well of course! that has to be the problem this is the only thing that the legislature has not been able to tax into oblivion in this state rex.
Seriously, the state needs to learn what a budget is and stick to it. No more handouts or healthcare (aside an emergency) to illegals would help, cut back section 8 housing to half, make living on sociasl services such a burden that working is a better alternative. Gotta make some tough choices but, breaking the backs of the citizenry is not the answer.

It was bound to happen because govt's spend too much money rex. It is time to examine what are needs, and what are wants, I would say.

Wrong our property taxes are roughly 1%/year of the price of the home when purchased, that is pretty close to what folks pay in Florida with no income tax & lower sales tax burden. 1% can be reasonable if you bought low but, for many that are underwater or near underwater on their homes that tax is too much. This is more about govt not knowing how to live within means than getting more to pay for their wants...

The public unions bloated pensions are killing California and they need a reassessment of their own. I have said it before, I am union and what I will see in my pension pales to any public union, it is just plain gross... fleecing the taxpayers.

Penman is telling the truth, it is not a cops job to protect a citizen since an officer has no way of knowing that a crime is about to be commited 99% of the time.

Me too. When I lived in central CA, a police officer told me that he wished California was like Arizona in that matter. I've been told that Arizona requires anyone with a gun to help out when posses are needed.
I am a LEO in AZ and posses are kind of a thing of the past. We have the Sheriff's posse in Maricopa County, but they are utilized for special events and extra patrol at shopping malls for the Christmas season. Also they go through an abbreviated academy put on by the Sheriff's Department.
