Merely wishing for another person's death (and not acting upon that wish) causes no harm to the target of that wish, and placing a curse on someone is a waste of time, because curses don't actually do anything.

while i doubt one could make the case against one single individual, a group prayer of this ilk might be viewed as conspiring to commit a terrorist act, especially if the the participants are convinced of the existence of the unseen co-conspirator.
