The Bible has no book of 1 & 2 Presidents, or 1 & 2 Legislators (the latter of which are specifically entrusted to continually change the law, something the Lord repeatedly rebukes Israel for doing).
Scripture does, however, have a book of Judges, and a book of 1 & 2 Kings. These are the rightful, divinely-ordained rulers of any just society under the principles of biblical theonomy.

Life from non living matter - no experimental basis. Matter from nothing - Maybe I should change the miracle to eternal matter. Humans from fish - Atheists don't believe that a population of fish evolved by means of natural selection and random mutation into humans? Planets from clouds - How did the planets form then? The manipulation of time and space - Send one twin on a lightspeed cruise to Alpha Centauri and back. Which one is older? People from undifferentiated cells - do atheists think there is a person at conception now? News to me!

Those claims have nothing to do with atheism. You seem to confuse atheism and science again Stripe.
I accept most of those propositions, the exception being matter/energy from nothing (since there is no scientific explanation for it), and I'm no atheist.
