All I can do is look to those who have better scientific understanding than I of such matters. I personally, as an amateur, have no level of reading, but generally lean toward those that do.

The speed of light is constant, by definition. The duration of 1 second is not. It is dependent on the movement of light.

If the speed of light changed, the length of one second would change with it. Time is determined by the speed of light in a very literal sense.

No. Time is determined by the speed of light in a vacuum. That's the sense in which light speed is referred to and employed as constant. That's what the letter C stands for in E=MC^2, and all other formulas.

I think he means "level" as in a tool one uses to gauge the horizontal.

It's an interesting question which really highlights the strange nature of relativity. Basically, you can trust your level in your own frame of reference, but don't try using it in another unless you know the proper conversion values, because you're gonna get some pretty odd readings (such as objects appearing to move at supraluminal velocities).
