I'm looking at the "law unto themselves" part.

How would a Gentile do by nature all the 613 commands specified in the Torah? How would one by nature know not to work on the first day of the passover? Or how to not inflict punishment on Shabbat?

That's a great question. I don't think Paul is saying that this (what you have said) is what happens (or, rather, is what is the case).
