So no, an ankle in and of itself, nor a mini-skirt for that matter

Let's then talk about:

Where: Club dance? Park? Pool?
Where not: Church service, where nobody else is dressed that way

When: Hot out. With significant other, where others are dressed similarly, when you aren't being a distraction
When not: Children's Sunday School class, Bible Study, where nobody else is dressed similarly

Why: Because it is hot outside, because a lot of others are dressed similarly
Why not: Because it is snowing, because nobody is dressed that way, because your dearest best friend's husband is distracted
You left out a few thousand. The Taliban makes it simpler. They just say nothing but the eyes can show or you are dead.

Still flirting, I see.

That has got to be the weirdest thing I have seen in ages. I pay Lon a compliment and you impute some subterfuge. Heck I even said I think he is daft and you impute flirting. That has to top the scale for prejudice and preconceived ideas bar none. Oh well. Thank you for blocking me.

It's funny. Isn't it rude to look? But why do they dress that way if not for one to look..
Social irony.

Eve drooled over the forbidden fruit in the Garden. I wonder if there is some tie to that and this ordeal.

At the marrying age one looks for a mate. One seeks a suitable person who may be compatible in body mind and spirit.
Once married, loyalty to one's spouse requires keeping the mind focused on what is best for the marriage.

Men do not lust after Fat Ugly Women.

Take a look at the Hutterites who stripped down to nothing.

They Lust because they have too much Testosterone.

1. Shorts tend to be form fitting.
2. They reveal the legs.

To which a woman might think: "But they're comfy, and it's hot out." Be that as it may, if you knew what kind of attention you were getting...

A woman wearing pants has all of the problems with 1, even though not of 2.

And not to mention the shirts/dresses that women wear. Most of the arm is bare. Most of the neck is bare. Often, even more is bare. Part of the back. Below the neck.

I'm sure you get where I'm going with this:

1. Women bare too much of their skin.
2. Even when they don't, their clothing is too form fitting.

Which really makes it difficult for me not to look.
I would say that's your problem, not mine.

Ummmmm, a few of us were looking for mates well before that.
