Ultimately, the shooter, but this does not mean that the people and the theater can't or shouldn't be prepared for violence like this.
Imagine if a responsible gun owner was sitting on the very front row of the theater and responded quickly and appropriately when the shooter shot the ceiling.

An armed society is a safe society.
Except that the shooter was wearing BODY ARMOR.
Even my father-in-law, probably the most passionate gun-ownership advocate on the planet, wouldn't have stood a chance with the .45 revolver he sleeps with.
Or are you advocating that each of us go through our daily routine wearing HKMP7s on our belts?

While I am by no means a liberal Knight, a violent culture (i.e. violent movies, video games and violent lyrics in so-called music) begets a violent society.
Keep in mind also that a good portion of America doesn't blink an eye at taking out a unborn baby, so why would murdering a bunch of people in a movie theater bother them?

The shooter.
No question.
Having said that...
Obama is already delighted at the tragedy. He hopes this will forward his agenda to outlaw handguns and other weapons.
It may sound harsh to say that, but I have NO DOUBT WHATSOEVER that this latest death toll will become a tool for him and his anti-Constitutional agenda.
Let me ask you...what law could lawmakers possibly have passed against handguns that would have prevented this?
