Which would be worse? A person who is seen going to Church but breaking every Church rule in daily living or a person who is not seen going to Church but practices good morals and values of the Church?

What would be worse is a spammer asking questions that do nothing but attempt to make other people feel guilty. Going to church or not.
Perhaps when every new thought deserves a new thread there is no need to maintain?

Your speaking of people gathering once a week in a building. It is good to gather Christians together. They give each other strength. People go to these services for different reasons. Not all of them go for the right reason. The real church has Christ as the head and the true Christians make up the body.
"... Ye shall know them by their fruits" (Matthew 7:16).

Here is what Jesus says about a person who is seen going to Church:
Matthew 6:5 5 And when thou prayest, thou shalt not be as the hypocrites are: for they love to pray standing in the synagogues and in the corners of the streets, that they may be seen of men. Verily I say unto you, They have their reward. |
Attending church is not the defining absolution of a Christian. It does not make a wicked person holy or put one more in God's favor.

It depends on Person A's reason for going to Church.
It depends on Person B's reason for not going.
Neither, or both. It depends on one thing: whether the person has clear conscience and is filled with the Spirit.
Sin is something our conscience notifies us of, being the alarm, yet not everyone's conscience is the same. Apostle Paul said that if you fast, you should not judge the brother who doesn't. Let's also not forget Romans 14:14 which says: "I am convinced, being fully persuaded in the Lord Jesus, that nothing is unclean in itself. But if anyone regards something as unclean, then for that person it is unclean". So, if the person manages to keep his conscience clear, and his heart atoned for by the Blood (Grace/Holy Spirit) that fills it, he/she is fine.
