Say you have one person who hasn't gotten a vaccine in the last year-and-a-half and you find that 0 of them have caught the disease. The baseline risk is then zero. That same person who hasn't gotten a vaccine in the last year-and-a-half also hasn't had any bad reactions to the vaccine. Win-win!
