Hebrews 13:7

Hebrews 13:17

I Peter 5:1-3

Hebrews 12:18-29

Note, though, that Hebrews 13 (quoted above) immediately follows ....most of it is simple encouragement and exhortation - but a part of that exhortation and encouragement is to obey and submit to Godly leaders who will answer for your soul. John may have said no man need teach you...Paul may have said this :

Not for that we have dominion over your faith, but are helpers of your joy: for by faith ye stand.
2 Cor 1:24

...but remember, per Ephesians 4, that we are all a part of one body and not all are heads. There is a distinction between those who have the "rule" over you in Hebrews 13:7,17 and having "dominion" over one's faith (2 Cor 1:24). The dominion of 2 Cor 1:24 is the Lordship of Christ. The rulership of Hebrews 13 is wise counsel - and forceful - but apparently of a different character. More than advice but less than Sovereignty over the subject.
