Rosh Chodesh (the Head of the Month) begins with the Observation of the New Moon in the Temple in Jerusalem in Temple Times, as there were witnesses before the nation was informed officially that the New Month had begun. It may have been something different than the first sliver of light, but it was not the astronomical new moon. Further, this does not occur in January, as January is a month on a calendar of the world, not the Jewish Hebrew Torah Biblical Calendar, Observed or Calculated.

So why does your 'Jewish' calendar have these months starting on the astronomical new moon? The answer is because it was invented by Jewish Rabbi Hillel II in 359 AD and he used the 19 year repeating lunar cycle known as the Metonic cycle, (named after the Greek astronomer Meton of Athens) to approximate when the observable new moon is but it is only correct about half the time.

We can talk about this, but I do not know myself to be observing Rabbi Hillel. You gave a date for him from your calendar. I do not know what year it is on the Jewish Calendar. A Jewish man has told me that it is 5778, but this did not satisfy me as my year began with Aviv. 5778

In the fourth century, Hillel II established a fixed calendar based on mathematical and astronomical calculations. This calendar, still in use, standardized the length of months and the addition of months over the course of a 19 year cycle, so that the lunar calendar realigns with the solar years. Adar I is added in the 3rd, 6th, 8th, 11th, 14th, 17th and 19th years of the cycle. The current cycle began in Jewish year 5758 (the year that began October 2, 1997). If you are musically inclined, you may find it helpful to remember this pattern of leap years by reference to the major scale: for each whole step there are two regular years and a leap year; for each half-step there is one regular year and a leap year. This is easier to understand when you examine the keyboard illustration below and see how it relates to the leap years above.
In addition, Yom Kippur should not fall adjacent to Shabbat, because this would cause difficulties in coordinating the fast with Shabbat, and Hoshanah Rabbah should not fall on Saturday because it would interfere with the holiday's observances. A day is added to the month of Cheshvan or subtracted from the month of Kislev of the previous year to prevent these things from happening. You are correct that Yom Kippur is not to be on the Sabbath. But I do not know the source for when I heard this, and you have presented Babylonian month names.
I do not know what postponements are being referred to, or if Yom Kippur can be on Shabbat or an adjacent day (pardon the use of the word adjacent please), nor why the name of God is incorrectly communicated here, but I do believe that if Torah is observed there should not be a problem with either.

Jewish days do not work the way you are describing.
