Did you get all the information you posted from the video?
the video is unclear - it does appear to show guilford rising after the taser fails

Then where did you get the information?
and where in the video does it show the 17 yr old rising after being tased?
(and seriously...wasn't he tased multiple times, and one o' those zaps was kinda' extended, wasn't it? And who "rises" after being tased at all?)

I have a nephew who gives classes on the use of Tasers. He has stated that some persons keep right on coming even after being tased.

Makes you wonder why departments keep insisting on paying for and using them.
Tasers are torture devices. From Wiki:
Tasers rely on pain compliance, especially when used in "Drive Stun" mode, and are thus preferred by some law enforcement over non-Taser stun guns and other electronic control weapons. They can inflict a lot of pain without doing lasting harm--except in those cases where they do cause lasting harm, or death.
ahh, for the good old days when cops carried nightsticks and all you had to deal with was cracked skulls and concussions
no wait - tasers were introduced to be a more humane non-lethal weapon than nightsticks
never mind
A California town of about 10,000 people has authorized giving its 20 police officers nunchucks in an effort to limit injuries to police officers and the people they’re arresting. “It gives us the ability to control a suspect instead of striking them,” an official said. Training manuals for the tools show police using them to subdue suspects—even though Bruce Lee martial-arts flicks popularized them as weapons.
there's a link in that post
5:28 he's off the ground and swinging
...
from what i've read, he fired the taser once (one with the darts and wires, not a handheld) and it was "too close" to be effective
i have a mental image of a bunch of fat old cops knocking themselves out practicing :chuckle:
