Paul defined the Israel of God. He said, "For in Christ Jesus neither circumcision nor uncircumcision avails anything, but a new creation. And as many as walk according to this rule, peace and mercy be upon them and upon the Israel of God. (Galatians 6:15-16)

Paul was the Apostle to the Gentiles. He preached the "Grace Message" that the ascended Christ gave to Him. Peter and the rest preached the "Kingdom Message" to the House of Israel. If you don't see a difference between the two Messages, then, you are living in ignorance.

I believe that Paul's intent here is in harmony with his words in Ro 9-11 concerning ethnic, believing Israel.

But what if Paul's intent was consistent with what he said earlier in his letter that those of faith were sons of Abraham?

Therefore, be sure that it is those who are of faith who are sons of Abraham. (Galatians 3:7 NASB)​

Are you saying that those of faith are ethnic Israel? Or were believers in ethnic Israel conveyed into the kingdom of the Son? (Colossians 1:13)

However, they also, if they do not continue in unbelief, will be grafted in, for God is able to graft them in again. (Romans 11:23)
