As you might know, the Bush Administration went out of its way to avoid angering Muslims. Bush put an end to Operation Catcher's Mitt, which Clinton implemented to track financial dealings of suspected terrorists. He told the FBI to lay off Saudi nationals. And after 9/11, when no American citizen was allowed to fly, the WH made sure that Saudi nationals were allowed to quickly leave the country, even before they could be interviewed by FBI agents on the case.

So it's not surprising that the FBI tread lightly on the Hassan case. But the rules have changed on that. It's a different administration than the one setting the rules in 2008.

Yes "the rules have changed"

Yes. As you know, Bush downgraded terrorism so that it wasn't even on the Justice department list of priorities. An FBI agent working counterterrorism testified a the 9/11 hearings that he "nearly fell out of my chair", when he learned that terrorism wasn't a priorty in the Bush administration.

But that lasted longer than we knew. When Obama took office, the FBI was still being limited in their investigation of Islamic extremism.

But the rules changed. The Department of Defense, under Obama, is required to contact the FBI if known or suspected terrorists are in contact with military personnel. If Bush had this in place, the massacre might have been avoided.

The accusations that Obama is friendly with terrorists ring hollow when one considers the number of terrorists who have been killed, captured, or wounded at Obama's direction.

We went from "I don't care where Osama is" under Bush to "Let's find him and get him" under Obama.

Big change, no?

But isn't the FBI Director appointed by the person that invited those known terrorists to the White House?

Considering you weren't aware that the president of the United States is always a civilian, that's not really much of a statement. Bush just ordered the FBI to stop tracking them and their financial dealings. For whatever reasons. But it might be worth noting that the bin Laden family helped bail him out of his failed energy company.

One suspects that Bush had no idea what his friends were really up to.

The Bush Administration cancelled or cut back Operation CATCHERS MITT, the highly classified ongoing CIA and FBI operation that tracked al-Qaeda operatives known to be inside the U.S. during the summer of 2001. This was done without notifying the existing counter-terrorism policy board in Washington, then headed by Richard Clarke, a Clinton holdover.

This fatal decision by Bush's national security staff was part of the planned revamping of the Clinton counter-terrorism program, and ongoing operations were put on hold or cut off entirely while Rice and Hadley worked with CIA Director Tenet on the Administration's new al-Qaeda strategy.

Did Bush's decision to not track terrorists make 9/11 possible? We'll never know for sure. But it would sure would have made it less likely. As far as the Fort Hood attack, the decision not to make DoD information available to the FBI certainly was a factor, and the Obama administration's decision to reverse that certainly makes it more likely that it won't happen again.
