The teacher needs to be placed on administrative leave (or replaced) for being a war-monger. 
The kid who threw the rock needs to be chastised. Then, all of the children need to pick up all the rocks and deposit them into any local pot-holes.
And people who live in glass houses shouldn't throw stones.

Playgrounds have plenty of rocks for everyone....That's the reality of the situation.

So the kids pile rocks behind the "teacher" (who is just another kid in reality or multiple kids with the biggest rocks) until they decide to grab a rock from behind Teacher and hurl it anyway, maybe at Teacher or others, so Teach starts walking around with rocks and throwing them at students who's tissue lumps in their pocket look like possible rocks.
Pretty soon the good students aren't even allowed to play with marbles.
Then the real teacher comes out and demands that the rocks be returned to the playground and any student caught throwing rocks at other students will have to face detention instead of recess.

Why didn't the teacher do his or her job and intervene?
Why didn't the teacher tell that student that was throwing rocks that there will be dire consequences the next time that he does that?
What should the students do if the teacher doesn't take the responsibility to do the above things? Should they sit back and be victimized, or should they organize and plan what to do the next time little Johnny starts throwing rocks at them?

A man shoots another man in front of a crowd of people and a cop.
A cop sees this and does not shoot or arrest the man that shot the other man.
The cop opens up the police arsenal and starts handing out guns to the crowd of people.

In reality, the situation is this:
A man pulls out a gun to shoot another man.
There is no cop anywhere nearby.
There is a crowd of people watching this.
If the crowd of people are unarmed, they can do nothing but run and get shot in the back while trying to flee the man with the gun.
If there are some people with concealed carry in the crowd, purchased with their own money, they can do what the missing cop is not able to do because he is not there, and they can try to stop the first man with the gun before he kills all of them.

This does sum up the idiocy of the gun lobbyists quite nicely.
The problem ... is that TCM wishes to have guns confiscated from ALL gun owners even though he knows that would mean homeowners would be at the mercy of a person breaking into their home.
He also knows that CRIMINALS would still have access to guns because ... they do not abide by the law.
