Ten/twelve in the past decade in such a small country as yours is ten/twelve too many.

Given there are several thousand lifers out on license, this does look like a low number for a nation with a fifth the population of the US. (about 0.02 people per million population per year.)

When we executed prisoners at a rate of 15 to 20 a year around 4% were likely to have been wrongfully convicted, which given recent population growth was about 0.02 people per million per year.

Oklahoma's police, for comparison, extra-judicially kill 0.02 people per million per day. Are you sure that more than 99.7% of those shootings were justified by circumstances? If not, then police in OK are more of a hazard to innocent citizens than our released murderers.
