Understand something, God is too Holy of a Being to Love any sinner outside of being in Christ, thats why its called the Love of God which is in Christ Jesus Our Lord Rom 8:39
39 Nor height, nor depth, nor any other creature, shall be able to separate us from the love of God, which is in Christ Jesus our Lord.
This Love is exclusive of God, for in the original the word Love is preceded by the definite article :
οὔτε ὕψωμα οὔτε βάθος οὔτε τις κτίσις ἑτέρα δυνήσεται ἡμᾶς χωρίσαι ἀπὸ τῆς ἀγάπης τοῦ θεοῦ τῆς ἐν Χριστῷ Ἰησοῦ τῷ κυρίῳ ἡμῶν

BTW, the Love spoken of here of the Love of God Deut 7:7

Can only be that Same Love which is in Christ Jesus Rom 8:39 !
Listen, God does not and cannot Love sinners for the mere sake of them being sinners, because He is Holy ! Yes He is Love, but its an Holy Love and the objects of it must be also.
It is written of God Heb 1:8-9
8 But unto the Son he saith, Thy throne, O God, is for ever and ever: a sceptre of righteousness is the sceptre of thy kingdom.
9 Thou hast loved righteousness, and hated iniquity; therefore God, even thy God, hath anointed thee with the oil of gladness above thy fellows.
God Loves Righteousness and hates Iniquity. Thats why some sinners God hates Ps 5:5
The foolish shall not stand in thy sight: thou hatest all workers of iniquity.,
But there are some sinners whom He Loves which are sinners in themselves, yet He Loved them from Everlasting in Christ Jer 31:3
3 The Lord hath appeared of old unto me, saying, Yea, I have loved thee with an everlasting love: therefore with lovingkindness have I drawn thee.
While they were yet sinners Christ died for them Rom 5:8
8 But God commendeth his love toward us, in that, while we were yet sinners, Christ died for us.
These are sinners however that God had put into Christ, by which He was made unto them Righteousness 1 Cor 1:30

And those Christ died for are made Righteous Rom 5:19

Because all of God's Love is in Christ Rom. 8:39, only the Body of Christ, chosen in Union with Him before
the foundation in Love Eph. 1:4, has forgiveness of sins Eph. 1:7. They are Righteous because Christ was
their Surety Heb. 7:22 from Everlasting; the same ones who constitute the World that God Loved John 3:16.
But the unrighteous remain guilty, still in their sin, because for them, Christ was not their Surety.
In actuality, the Elect in Christ that God Loves, the Election of Grace, is only a very small remnant
of all of humanity Is. 1:9, and being Elected in Christ is foundational and precedes Salvation by Grace.
Beware of false religion, teaching that Salvation is open and freely given to all and anyone who chooses
by their own will to place themselves in Christ by their own works of the flesh Is. 64:6; Rom. 8:8, e.g. believing on Christ,
accepting Him as their saviour, placing all their faith in Him, or calling on Him for Salvation. For they are deceived Eph. 2:8-9.
God's Grace was only given to His Elect before the world began.
2 Tim. 1:9
Who hath saved us, and called us with an holy calling, not according to our works, but according
to his own purpose and grace, which was given us in Christ Jesus before the world began

This World God so Loved, is the World of the Sons/Children of God 1 Jn 3:1-2
Behold, what manner of love the Father hath bestowed upon us, that we should be called the sons of God: therefore the world knoweth us not, because it knew him not.
2 Beloved, now are we the sons of God, and it doth not yet appear what we shall be: but we know that, when he shall appear, we shall be like him; for we shall see him as he is.
God is The Father of this World, and that is why He so Loved it, and not all men have God as a Father, for Jesus told some jews once this Jn 8:41-42
41 Ye do the deeds of your father. Then said they to him, We be not born of fornication; we have one Father, even God.
42 Jesus said unto them, If God were your Father, ye would love me: for I proceeded forth and came from God; neither came I of myself, but he sent me.
Jesus knew these men had not God as their Father, but the World of Jn 3:16 does,
For we read of those the Father so loved, that they are the Sons/Children of God 1 Jn 3:1

And all men are not the Children of God, for Paul writes of some jews Rom 9:8
8 That is, They which are the children of the flesh, these are not the children of God: but the children of the promise are counted for the seed.
So they could not have been part of that World God So Loved in Jn 3:16, because if they were, then they were the Children of God and Loved by God !
We can only know that we were Children of God, if we are born again and begin to Love God in Christ, because we will love Him because He first Loved us 1 Jn 4:19

Excellent study on the True scriptural meaning of John 3:16, for those who have ears to hear!
The World that God Loved, are those that He gave His Only Begotten Son to be a propitiation for their sins 1 John 4:10.
But there are many who remain under God's Wrath John 3:36, condemned already John 3:18 because
Christ was not the propitiation for their sins. These God did not love, nor give His only begotten Son for.
But He ordained them to be condemned Jude 1:4, cast into the Lake of fire Mat. 25:41; Rev. 21:8.

As you have shown, because God's Love is only in Christ Jesus Rom. 8:39,
it's impossible then, for Him to Love any that were not chosen by Him in Christ Jesus
before the foundation Eph. 1:4-5.
So the World in John 3:16 that God Loved, and gave His Son for,
is only a remnant of all humanity; the fewest of all people Deut 7:7; Is. 1:9.
The rest of mankind, God does not love.

The word world kosmos in the scripture does mean:
John 3:16
16 For God so loved the world, that he gave his only begotten Son, that whosoever believeth in him should not perish, but have everlasting life.
Rom 9:13
13 As it is written, Jacob have I loved, but Esau have I hated.
Gods Love for mankind is particular, it excludes many, the esaus of the world, which are simply the non elect, those whom He never Loved in Christ Jesus, for Gods Love is exclusively in Christ Jesus the Mediator Rom 8:39
39 Nor height, nor depth, nor any other creature, shall be able to separate us from the love of God, which is in Christ Jesus our Lord.
In the original the phrase " The Love of God" is introduced with the definite article:

So in the redemptive sense, the World in Jn 3:16 is a collection of Jacobs, hence Jacob have I Loved, but esau I have hated, excluded from His particular Love !

Gods Love is centered in a Chosen People set apart from all other people Deut 7:6-8

The word set in Deut 7:7 wherein God set His Love upon the Chosen People, its the word chashaq and means:
- to love, be attached to, long for
To be Joined together, to be attached to with very great Love !
Its the same Great Love written of here Eph 2:4
4 But God, who is rich in mercy, for his great love wherewith he loved us,
This is an exclusive Love for Gods Chosen, Joined with Christ !

Excellent post! ☺Yes, The World of Jacobs that God Loved and which Christ gave His Life for John 3:16 are His Chosen People in Christ Gal. 3:16, the Election of Grace 2 Tim. 1:9 from all nations of the world Rev. 5:9 which were ordained to Eternal Life Acts 13:48.
But, the world of Esaus, the seed of the devil Mat. 13:38-39, Christ did not die for, and the world He does not pray for John 17:9, and neither should His Elect children.
